There is already a substantial body of evidence on the safety of maternity services in England, including a number of recent high-profile reports (Confidential Enquiry into Maternal and Child Health 2006; Healthcare Commission 2005). The inquiry seeks to draw on rather than replicate this body of research.","This background paper summarises what is currently known about the safety of maternity services in England. The paper begins with some background information on trends in numbers of births, place of birth and changes in maternity services. Data is then presented on the type, incidence and causes of adverse outcomes for mothers and babies. The paper concludes by reviewing existing recommendations for improving the safety of maternity services.
