Improved health and health care will not be achieved without effective and influential purchasing authorities.  This report focuses on the specific contribution that the Chief Executive makes to the achievement of this goal.  Its purpose is to contribute to current thinking, to stimulate discussion and to identify what needs to be done corporately and individually to develop the role effectively.
