It provides an independent account of progress in implementing the community care changes which is based on sampling the experience and perceptions of a vertical cross-section of stakeholders in a range of localities across England.  For the second year running the same five focus groups were used which were established in a range of localities (an inner and an outer London borough, two shire counties and a metropolitan authority).  The 1995 round of focus group meetings took place against a changed background.  A comparison of the findings from 1994 and 1995 indicates the persistence of some implementation issues; the disappearance of others and the emergence of new difficulties.  Two key areas of improvement were identified: improved joint working between health and social services; greater flexibility and responsiveness of services.
