The creation of PCGs included two formal mechanisms for public involvement: the appointment of a lay member to every PCG board and the requirement for open board meetings. However, the broader agenda requires that PCGs take account of local views, allow the public to participate in decision-making, communicate with stakeholders and foster opportunities for public involvement. summarises the main results of a survey of approaches to commissioning. All health authorities were surveyed and a 100 per cent response was achieved. The survey sought to map different approaches to commissioning and to assess the impact of these approaches from the perspective of health authorities. The survey showed that a wide variety of approaches to GP commissioning was in existence in the NHS in 1997. These included not only the five principal categories used at the outset of the survey (multifunds, fundholding consortia, locality commissioning, commissioning by groups of practices and health authority wide groups), but also joint commissioning, commissioning focused on particular client groups or specialties, and a range of area based approaches. The pattern that emerged suggested that different approaches had different strengths. The survey suggested that multifunds and fundholding consortia had had a greater impact than other approaches on prescribing, the provision of extended primary care services, referrals and inpatient waiting times. By contrast, locality commissioning, commissioning by groups of practices and health authority wide groups had had a greater impact than multifunds and fundholding consortia on services for chronically mentally ill people and continuing care policy and arrangements. All approaches had made a beneficial impact on service quality, and equally all had had a limited impact on emergency admissions. The report considers the future of commissioning and the implications of government the Information Resources department at the King's Fund Centre conducted a survey into the European health care interests of King's Fund staff. The aims of the survey were: to determine current interests and work patterns at the King's Fund in relation to Europe; to assess the need for more European material in the Centre Library. The results of the survey show that a high level of interest was shown across the Fund in health care in all regions of Europe. Particular interest was shown in the European Community.  A limited amount of work was being conducted, primarily by Faculty and other research staff based at the Palace Court site. The work concentrated on aspects of health care in Central and Eastern Europe although some work was being done in other regions.  The type of literature required by staff to fulfil their work and interest in European health care issues was diverse, with all types of European documentation of interest.  Contacts of people and organisations were the most requested items.  Respondents generally preferred English language material, although some interest was shown in foreign languages.  The quality of the information provided was felt to be more important than its
