There are particular pressures on maternity services because of the rise in birth rates and the increasing complexity of many births. Following on from its previous inquiry into the safety of maternity services, The King’s Fund commissioned further research to answer a fundamental question: Can the safety of maternity services be improved by more effectively deploying existing staffing resources? Staffing in maternity units: getting the right people in the right place at the right time concludes that using midwives and other maternity staff more effectively is the key to improving maternity care. The report considers the available evidence about the relationship between staffing levels and deployment practices and safety of care for mothers and babies, focusing specifically on labour and birth. It sets out the policy background and the workforce issues currently faced by maternity services. It reviews evidence particularly on: the relationship between staffing levels and outcomes; the potential for shifting tasks between various health professionals and making use of new and extended roles; the effectiveness of different models of care; the impact of these on use of resources. The report includes a small number of case studies to illustrate innovative approaches to staffing in maternity services in England. Some of these have the potential to improve safety and women’s experience of labour while also saving costs. The report’s conclusions include the following: midwife-led models of care should be deployed across the service for low- and medium-risk women, releasing obstetricians to focus on women with more complex needs; new and emerging models of care suggest there is potential for cost savings while maintaining levels of safety, particularly the shifting of tasks between nurses, midwives and doctors, as well as the use of maternity support workers and doulas; the Birthrate Plus tool needs to be developed into a multi-professional tool to allow effective planning across the different professions."],"date_published_tesim":["2011"],"date_published_ssi":"2011","official_url_tesim":["http://www.kingsfund.org.uk/publications/staffing-maternity-units"],"pagination_tesim":["63p."],"place_of_publication_tesim":["London"],"creator_tesim":["Bourgeault, Ivy","The King's Fund","Curry, Natasha","Rudisill, Caroline","Sadler, Euan","Cooper, Chris","Sandall, Jane","Bewley, Susan","Nelson, Pauline","Cowie, Luke","Homer, Caroline"],"date_tesim":["2011"],"date_ssi":"2011","publisher_tesim":["The King's Fund"],"subject_tesim":["staff levels","models of care","patient safety","service planning","maternity services","workforce","infants","effectiveness","childbirth","midwives","mothers"],"thumbnail_path_ss":"/downloads/08612n54w?file=thumbnail","suppressed_bsi":false,"actionable_workflow_roles_ssim":["admin_set/default-default-managing","admin_set/default-default-approving","admin_set/default-default-depositing"],"workflow_state_name_ssim":["deposited"],"member_ids_ssim":["08612n54w"],"file_set_ids_ssim":["08612n54w"],"visibility_ssi":"open","admin_set_tesim":["Default Admin Set"],"human_readable_type_tesim":["Published Work"],"read_access_group_ssim":["public"],"edit_access_group_ssim":["admin"],"edit_access_person_ssim":["batchuser@example.com"],"nesting_collection__pathnames_ssim":["000098194"],"nesting_collection__deepest_nested_depth_isi":1,"_version_":1714885610847600640,"timestamp":"2021-10-28T17:32:42.640Z","score":1.0},{"system_create_dtsi":"2021-10-27T23:14:08Z","system_modified_dtsi":"2021-10-28T15:07:45Z","has_model_ssim":["PublishedWork"],"id":"000116732","accessControl_ssim":["28ece494-582c-458e-978e-c162c8b3aab8"],"hasRelatedMediaFragment_ssim":["ng451h49f"],"hasRelatedImage_ssim":["ng451h49f"],"depositor_ssim":["batchuser@example.com"],"depositor_tesim":["batchuser@example.com"],"title_tesim":["The NHS under the coalition government. The report acknowledges that assessing the performance of any health service is an inexact science for many reasons, but using routinely available data, the report creates a conventional ‘production path’ - describing the financial inputs to the NHS before detailing its outputs, such as hospital admissions, or A\u0026E attendances. It draws on surveys of patient and staff experience; access to care as measured by waiting times; and data on outcomes, safety and quality of care. The report concludes with an analysis of NHS productivity and financial performance between 2010 and 2015, and an assessment of its prospects in the next parliament and beyond. "],"date_published_tesim":["2015"],"date_published_ssi":"2015","official_url_tesim":["http://www.kingsfund.org.uk/sites/files/kf/field/field_publication_file/the-nhs-under-the-coalition-government-nhs-performance-kings-fund-mar15.pdf","http://www.kingsfund.org.uk/publications/nhs-performance-under-coalition-government"],"pagination_tesim":["67p."],"part_tesim":["Part 2 : NHS performance."],"place_of_publication_tesim":["London"],"creator_tesim":["Baird, Beccy","The King's Fund","Jabbal, Joni","Thompson, James","Appleby, John"],"date_tesim":["2015"],"date_ssi":"2015","publisher_tesim":["The King's Fund"],"subject_tesim":["evaluation","statistical data","staff views","Conservative Party","patient experience","performance indicators","performance","patient safety","targets","productivity","NHS","financing","outcomes","Liberal Democrats"],"thumbnail_path_ss":"/downloads/ng451h49f?file=thumbnail","suppressed_bsi":false,"actionable_workflow_roles_ssim":["admin_set/default-default-managing","admin_set/default-default-approving","admin_set/default-default-depositing"],"workflow_state_name_ssim":["deposited"],"member_ids_ssim":["ng451h49f"],"file_set_ids_ssim":["ng451h49f"],"visibility_ssi":"open","admin_set_tesim":["Default Admin Set"],"human_readable_type_tesim":["Published Work"],"read_access_group_ssim":["public"],"edit_access_group_ssim":["admin"],"edit_access_person_ssim":["batchuser@example.com"],"nesting_collection__pathnames_ssim":["000116732"],"nesting_collection__deepest_nested_depth_isi":1,"_version_":1714884598745268224,"timestamp":"2021-10-28T17:16:37.424Z","score":1.0},{"system_create_dtsi":"2021-10-27T22:56:28Z","system_modified_dtsi":"2021-10-28T14:58:51Z","has_model_ssim":["PublishedWork"],"id":"000119594","accessControl_ssim":["1a79cbe3-5770-4b7c-9473-1b455e5c14d5"],"hasRelatedMediaFragment_ssim":["8910jt56k"],"hasRelatedImage_ssim":["8910jt56k"],"depositor_ssim":["batchuser@example.com"],"depositor_tesim":["batchuser@example.com"],"title_tesim":["Patients' experience of using hospital services : an analysis of trends in inpatient surveys in NHS acute trusts in England, 2005-13."],"date_uploaded_dtsi":"2021-10-27T22:56:28Z","date_modified_dtsi":"2021-10-28T14:10:21Z","isPartOf_ssim":["admin_set/default"],"biblionumber_tesim":["119594"],"abstract_tesim":["Patient surveys - recognised internationally as a key marker of the quality of care, and an important tool for improvement in the NHS - provide a unique perspective, complementing the wealth of other data on hospital performance gathered by trusts and regulators.
