Is it time to consider a similar model for the modern NHS? Does the health service need to be freed from political interference, and allowed to get on with the job of delivering care as clinicians and managers think best, within a broad, agreed policy framework? \"Government and the NHS - time for a new relationship?\" probes the conceptual and practical challenges - as well as the potential benefits - of arm's-length governance for the NHS. It reviews past arguments, and considers how a contemporary 'arm's-length' NHS agency, accountable to Parliament, could work with government to improve health care. The paper concludes that this new relationship could help make the NHS more accountable, encourage a more transparent and inclusive approach to setting national health policy, and create greater ownership of targets by NHS staff. It could also liberate government from a narrow focus on health care, to engage with important issues such as the impact of poverty, environment, food, housing and education on health."],"date_published_tesim":["2003"],"date_published_ssi":"2003","official_url_tesim":["http://www.kingsfund.org.uk/publications/government-and-nhs-time-new-relationship"],"pagination_tesim":["59p."],"place_of_publication_tesim":["London : King's Fund"],"creator_tesim":["King's Fund","Dewar, Steve"],"date_tesim":["2003"],"date_ssi":"2003","subject_tesim":["Government","Nhs","Accountability","Governance","Power"],"thumbnail_path_ss":"/downloads/zs25x8453?file=thumbnail","suppressed_bsi":false,"actionable_workflow_roles_ssim":["admin_set/default-default-managing","admin_set/default-default-approving","admin_set/default-default-depositing"],"workflow_state_name_ssim":["deposited"],"member_ids_ssim":["zs25x8453"],"file_set_ids_ssim":["zs25x8453"],"visibility_ssi":"open","admin_set_tesim":["Default Admin Set"],"human_readable_type_tesim":["Published Work"],"read_access_group_ssim":["public"],"edit_access_group_ssim":["admin"],"edit_access_person_ssim":["batchuser@example.com"],"nesting_collection__pathnames_ssim":["000032528"],"nesting_collection__deepest_nested_depth_isi":1,"_version_":1714883164704342016,"timestamp":"2021-10-28T16:53:49.815Z","score":1.0},{"system_create_dtsi":"2021-10-27T22:32:08Z","system_modified_dtsi":"2021-10-28T14:45:44Z","has_model_ssim":["PublishedWork"],"id":"000033234","accessControl_ssim":["15499652-00da-4243-99f9-180688b57a42"],"hasRelatedMediaFragment_ssim":["9s161617d"],"hasRelatedImage_ssim":["9s161617d"],"depositor_ssim":["batchuser@example.com"],"depositor_tesim":["batchuser@example.com"],"title_tesim":["Has the government met the public's priorities for the NHS? : a King's Fund briefing for the BBC 'Your NHS' day 2004."],"date_uploaded_dtsi":"2021-10-27T22:32:08Z","date_modified_dtsi":"2021-10-28T14:01:24Z","isPartOf_ssim":["admin_set/default"],"biblionumber_tesim":["33234"],"abstract_tesim":["This briefing provides a review of progress made since the BBC's 2002 'Your NHS' day on the five top priorities voted for by the public as the issues that mattered most in the NHS. These priorities were: free long-term care for older people; better pay for NHS staff; shorter waiting times for cancer and heart care; improved accident and emergency departments and cleaner hospitals. Overall, the research paints a largely positive picture with improvements in most areas. However, it is still too early to judge whether the extra resources the government has put into the NHS are delivering value for money and whether better health outcomes for more people will result. The traditional accountability of NHS hospitals to the Department of Health has been replaced by a new accountability of foundation trusts to their members and their elected governors, and to an independent regulator called Monitor. Foundation trusts enjoy new freedoms to control their own affairs, so it is important that the new governance arrangements work well; if not, NHS hospitals will cease to be accountable. This paper sets out different roles that foundation trust governors might usefully play; these roles are intended to provide a framework for debate between boards of governors and boards of directors. It is vital that a clear agreement over respective roles is reached within each foundation trust. Since the launch of the government's Healthy Schools Programme, promoting health in schools has become a national priority; but how this translates in practice varies enormously from school to school. This research summary pulls together the findings of a survey of secondary school students across London, supported by the King's Fund, which asked young people what they thought the priorities should be in creating healthier schools for the future. It analyses their concerns under four broad headings: healthy living, emotional well-being, school environment and 'having a voice'. It concludes that the starting point for healthier schools should be to ensure that all students have a genuine say in the development of the school environment which, ultimately, will have a asting impact on their lives.
