Abstract

In March 1986 the NHS Training Authority commissioned the King's Fund College to conduct a project to investigate the training and development needs of Family Practitioner Committees (FPCs) with particular reference to their management development needs. The aims of the project were twofold: 1) to identify the current and probable future issues facing FPCs; 2) to identify the consequent training and development needs of administrators and staff, chairmen and members, with particular emphasis on their management development needs. It is hoped that this report will generate debate on the nature of the managerial task and of managerial authority in FPCs, and result in action that will promote that broader-based change in organisational culture and leadership without which FPCs will be unable to fill the current managerial vacuum in primary health care.
