Abstract
  • During 1984, the King's Fund and the National Association of Health Authorities agreed to set up a joint working party, under the chairmanship of Lady McCarthy, to review the present system of pay determination in the NHS and to make recommendations for reform. This report covers the present Whitley Council system, an examination of local bargaining and other pay systems. A possible new system is described in some detail, which gives discretion to local managers while retaining a national framework incorporating the principle of broad bandings. It is hoped that the proposals will provoke debate, which will in turn stimulate long-overdue change in the NHS pay system.
