  • This report was commissioned by the District Councils’ Network (DCN) in 2015. Its intention is to contribute to the understanding, assessment and development of the role of district councils in improving the health of their citizens and communities. It focuses on district councils’ role in promoting public health through some of their key functions and enabling roles. This report is entirely editorially independent and all views are those of the authors.
